The short answer is that employees of QUALCOMM, QUALCOMM Europe S.A.R.L., and/or QUALCOMM UK Ltd., have been in attendance at every 3GPP TSG GERAN plenary meeting since 3GPPGERAN-#1 (GP-01 in Seattle) in August 2000. These meetings are held quarterly and the 3GPP GERAN standards are updated immediately following the plenary meetings to reflect updates to standards specifications based on results off the meeting. For further information on what transpired at each plenary meeting of GERAN I'd recommend drilling down from the 3GPP FTP site to the GERAN folder ... QUALCOMM joined ETSI in October/November 1997 when it created and staffed QUALCOMM Europe S.A.R.L., headquartered near ETSI headquarters in Sophia-Antipolis, France. Standards development of W-CDMA had begun in Japan's ARIB ~21 months earlier, Standards development of GSM Phase 2+ R'97 which included GPRS had begun in ETSI in the summer immediately after ETSI had voted that evolved GSM would be the core network (CN) for 3G UMTS while the two UTRA access modes • W-CDMA and W-TDMA/CDMA • were balloted by ETSI membership in January 1998. The initial EDGE specifications are a component of R'98. UMTS (3GPP 3G) development was transferred from ETSI (and ARIB) to 3GPP in January 1999. GSM development began the transfer to 3GPP in August 2000 and that transfer was completed about nine months later.
