This was the COURTS they were talking about (not Congress....)

Still, all three government branches, the Legislative, the Executive, and the Judicial, all have their assigned powers and domains to tend to... and quite a bit of over-lap and tension is built into the design *ON PURPOSE*, to try to prevent ANY of them from running away with too much power.
