Quite right!

However, a neocon stategy is to completely disrupt things when they are not going their way. The idea is that you might have a chance to pick up the pieces later, especially if youre going to lose anyway.

That's why Cheney is going to try and embroil Iran in a war too.
The neocons figure if they can light a big enough fire, it won't go out until they are ready to try-try again.
