It must drive foreigners crazy to attempt to make long term plans that encompass a US FP that may change radically every four or eight years - and it doesn't help us either. If we didn't have term limits, Clinton would STILL be President and we'd have never invaded Iraq, as he would have let the inspectors disprove the WMD notions.
