The fight against terrorists has been going on forever, in this country since the Barbary pirates. It will cease to be the "War on Terror" when Bush leaves office. Our military, a tool designed to oppose the militaries of other nation states, is NOT the tool to fight stateless terrorists. The excesses of this policy by Bush has strengthened and been used as an organizational and recruiting tool by the terrorists. Bush's dumbass policies have created more terrorists than he's destroyed, by far. Bush has birthed a worldwide terrorist movement.
