When my business was open we had an issue with Time Warner
where the throughput would drop on heavy transfers. I told
them the problem was an uplink router up the road but they
insisited on sending out a tech. After having multiple visits
from techs that tried swapping out modems, and changing the
wire to the building(!)
they finally agreed to send a
high level network engineer out. I showed him ping plots that
confirmed the problem was a router upstream that was
overloaded. Funny thing is when they went to check it out,
they also found numerous bad cable connections to other
segments. I'll bet most people didn't even notice.

Did manage to get 6 months for free out of it.
