The only thing holding them back at the moment is the lack of people with the proper skill set. So it is hard to see how it could have been better. Its hard to be highly confident in how they could have gotten better, certainly other people could reasonably argued against changes, but its not like NZ's economy and government are totally perfect except not having enough workers with specific skills. What other changes might help would be highly debatable but there is little reason to think that its very unlikely that changes could indeed help.
