I get 60+KBps upload using bittorrent. My dad gets files from me using FTP at 400+ Kbps, but that is because his ADSL connection is the cheap $120/yr 1536/256 (real 572/101) and its faster overall for me to download the files and for him to pick it off locally from me, than him going direct. He doesn't get the delays coming from me that he sees going direct.

VOIP does well with ADSL because you get the full rate dedicated to your connection. All the slowdowns appear to be elsewhere on the internet. My dad has some bad lines between him and the switch so getting more than 768/128 doesn't result in faster connections. AT&T keeps telling him they are in the process of upgrading those lines, but his real speeds haven't increased yet. When they do, he should see a tripling of speeds. Even given that, you should be able to do full rate VOIP (64/64(Kbps)) over his slow connection.
