No. You have to actually pick the ft-c for the application.

Woe is me, the sacrifices we have to make to save the planet.


If you have the dimmer on, say 1/4 80% of time, and on full 20% of the time, non dimmable fluorescent would not save you anything, since I do need the 100% some times. It would just inconvenience me 80% of the time.
