Isn't is just as ludicrous to expect that Nokia could continue to use QCOM IPR for free after opting not to renew the license?

Qualcomm is using Nokia's IPR for free as well.

If the arbitrator rules that continued shipping meant that Nokia automatically exercized the option, it would mean that they were in a worse position than if they didnt have one. That makes zero sense to me.
