In that case, fraud began 5 minutes after some of the folks down there got the cards.... Don't forget, it was New Orleans after all...Evidently, the people there just accepted that would be that way.

It's been proven time and again though that there are limits to how quickly government can spend money without fraud rushing in.

The whole department is run by Lawyers instead of people who know how to deliver aid. Privatize it to Wal Mart.
