That and bolt it down real good - with all those hurricanes and 4x8 sheets of plywood flying around a 4x8 solar panel doesn't stand a chance.

It was a partial bailout.

There is a chicken and egg situation with solar. Admittedly the technology needs to get more efficient (and that seems that has been achieved, at least in the lab; it's an evolution). But the other part is you need scale, and you probably can't get scale without social incentives. Just as they have had huge incentives in the traditional electric market over the years.

So yes, balance is needed.


I think it would be desirable to have balance from revenue perspective as well. Especially for New York State, which is a banana republic as far as the state of state the finances.

What I mean balance from the revenue perspective is a tax increase on coal, oil and gas, which would pay for credits for solar, other renewable and possibly nuclear as well.
