Yes, he did. In most large cities, those things have been increasing over the past few decades. So to claim, like you are, that inner cities are exclusively poor and black is, well, wrong. And hasn't been true for a while. Are there no poor blacks in inner cities? No, I suspect there isn't an inner city that lacks for them. But, your claim is that was all there was in the inner cities. Like with your claim that all Scientologists are liberal, it is a lie.
