It depends on the city. Not all would be 92% like your example. Houston would be one of them. Walking through the Heights at midnight wouldn't pose a problem to anyone.

Downtown Seattle is well populated at nite.....even with white people. Same with Portland, MPLS, SF, Denver and few other American cites. Not that shortie will believe me.
