Article did not say, but am presuming the Promise funds are available only to in state students. Also, did not mention whether or not it is available to illegal immigrants. mj

Did a little research on the concept of Promise Funds for education for students in W. Va------as noted by Surber ------- "Two words: Promise scholarships. The state now picks up the tab for tuition for any student who graduates from high school with at least a B average and scores high enough on the entrance exams. The program is simple. It selects the students who are most likely to finish college and gives them free tuition in college. This is so unlike the state’s Higher Education grants, which give money to students not based on the likelihood of their success in college, but rather on their income. The grants are a welfare program. The grants are far less successful than Promise has proved to be." My first reaction when I read the comments above were------ How is W.Va. able to provide these Promise Scholarships when it is not a wealthy state, generally? A large part of that answer is with funds received from the slot machines throughout the state-----W.Va. gets about $125,000,000 from these. The scholarships were created by the legislature as an incentive to encourage the high school students who are college material to take their studies seriously in high school while aiming for higher education. My understanding is that the concept of Promise Scholarships is a system that has been used successfully in other states. mj
