A couple of points.

It may mean that Brewster may end up being a witness in some collateral proceeding involving Q, and he doesn't want anyone to question his fairness in the NOK case.

It may also mean that he doesn't want to handle any more Q cases after he hands out a severe sanction for the same reason.

It may, however, simply mean that he wants to lighten his load. He is 'senior status', which entitles him to reduce his docket by 50%.

I wouldn't read too much into Brewster's action. Too many different interpretations are possible.
