I think your English is acting up again.

I am drawing a COMPARISON. With Pinochet you knew WHO was paying him (the US government via the foreign aid budget) and we could estimate HOW MUCH he was skimming off the top.

Now, you don't know WHO is paying the politicians, or maybe more accurately we don't know which transnational is making the payoff, and we surely don't know HOW MUCH is being paid.
