Well, maybe, but Gorby was a Soviet era leader and I don't think they were know for accumulating offshore wealth. It is claimed that the only thing that Stalin had when he died was his clothes and his medals. Later, sure with the Russian Republic leaders there was a flood of funny money.

WIth the Soviets their corruption was of a different sort, the leadership lived like kings and their children, family members and friends got all kinds of perks with regard to housing, jobs, education and all sorts of things unavailable to the rest of the people.

I have read some things that tend to cast a very suspicious light on Gorby's activities in his last couple of years in office. May be true, or maybe not. But interesting.
