No. Nokia has an active licensing program, and has had one for some time, but they do not have a strict IPR business model and they respect the confidentiality of their licensees.

I also seriously doubt that QUALCOMM's President, "the chief architect of the Company's strategy for leveraging its broad intellectual property portfolio into a value chain, which has accelerated the growth of CDMA technology" who has become increasingly less visible of late (which I personally think is very QUALCOMM positive) has less visibility than he implies on Nokia's licensing activities.
