Bingo! Right you are.

But, that sort of thing, undesirable and corrupting as it is tends to be somewhat public and transparent.

But I suspect that is just the tip of the iceberg, and in a way may be a sort of sham to cover up the REAL corruption that is going on via the offshore cutout.

And it is not just the transnational corporations doing this. You are right to list non-profits. NGO's and every sort of group anywhere, legal and illegal can do this. Everything from the "international do-gooders" to the drug cartels.

It is a real problem.
