The reason that the 1990s have relevance is that global warming alarmists have made it so. There have been hundreds (if not thousands) of articles by alarmists specifically stating that 1998 was the hottest year and the 1990s were the hottest decade in the US since records were kept.

On its own doesn't mean a whole lot except temporary embarrassment for the hordes who repeatedly claimed that the 1990s were the hottest period. However it does bring out the issue of data quality in the historical temperature record.
