Actually, all it would take is for Congress to refuse to spend more money on this boondoggle. (Congress' constitutional mandated power over the budget is solitary.) "Bush backing down isn't an option." It really won't matter much, as time passes, what the Lame Duck wants --- if and when a 60 vote consensus develops in the Senate. (Certainly by this time next year that will be so, or else the G.O.P. will be facing a record wipe-out in the fall - something I'm sure the more senior and wiser heads among the Party will not allow to happen....)
