bin Laden was the leader of the group that did 9/11, but he was just one of many people. If he had died before 9/11 or even before 9/11 was approved it likely would have happened anyway, just with a different leader authorizing it. bin Laden funded the formation of the organization, but its on going activities don't primarily rely on his funds.

Of course bin Laden is morally responsible for 9/11 as was everyone else who authorized, participated in, funded, or supported it. But not getting bin Laden doesn't mean the act was avenged it just means it wasn't perfectly avenged. It wouldn't be perfectly avenged unless we got everyone who "authorized, participated in, funded, or supported it", and arguably not unless we totally destroyed every last remnant of Al Qaeda.
