It's at least plausible.

If we have a sudden collapse of the insurgency, along with the elimination of Al Qaeda that would come with it, I don't know which I would enjoy more. Some semblance of victory in Iraq, or the complete dismay of the Democrats.

I can't believe it. Neither the Kurds nor the Shia would stomach any deal that didn't see al-Douri swing for his crimes. He earned his place as "the King of Clubs".

Another theory (DEBKA?) has it that Malaki has also made a deal with Syria's President Assad to pipe Iraqi oil through al Anbar province and Syria to the port of Tripoli in Lebanon, breaking Iran's chokehold on Iraqi oil exports through the Straits of Hormuz.
