I take your point.

What I had in mind by my comment is putting something in place when you're in power that will work against you when the sands shift. For example, you'll often see advocates of giving Bush this or that power, without consideration that any power given by Bush may be exercised in the future by Hillary. Sooner or later, someone will point that out and put a leash on the advocates, but the next batch of advocates repeats the error.

Your point speaks to trying to remain in power so things don't shift back. My point is more in the infrastructure, avoiding infrastructure that may come back to bite you. The best way of doing that is minimizing the infrastructure. Easier than remaining in power forever.
