I don't think that refers to those who believe in God and are "People of the Book" (Christians and Jews). The Quran also tells Christians and Jews that they must submit to the superiority of Muslims and pay them a special "protection" tax. In any case Jews were allowed to practice their own faith if they paid the tax and were exempt from military service. Far better than they were treated by Christians at the time. EDIT: O.K. Lindy I'm through with the religion discussion as it will never end.
