Cave in to WCDMA? I'm not sure I understand your point. Didn't IJ always claim that (1) WCDMA was inherently inferior to CDMA2000, and (2) that WCDMA or any variant proposed by the Europeans, would still require use of QCOM patents?

I don't see that stance as caving in. I do see instances where Nokia apparently encouraged a delay in adopting WCDMA, presumably because paying royalties to QCOM (or facing litigation in lieu of paying royalties) would have lowered Nokia's margins. I don't know what IJ could have done about that.
