Syria and Iraq were not joined by the hip. In fact, Syria worried that Saddam might invade it. Furthermore, the Baathist party in Syria is not the same Baathist party that was in Iraq. As for the WMDs moving over to Syria......more neo fantasy encouraged by Cheney and done in desperation.
