Islam is one of the few that I believe ties both Religion and Politics together. Can you name others? As far as culture, since most people on earth are a mix of cultures, I personally think it is worth noting those cultures, but not harping on them. And no, I don't tie foot baths with just a "culture"....if that were true, we would have had millions believe we should spend tax dollars for foot baths....Unless there are those who don't like clean feet. I'm not opposed to a foot baths on campus, as long as those who want them, pay for them, AND that everyone can use them.
