That is one HIGHLY UNIQUE and potentially very useful IDEA that Paul has put forth... one that NONE of the other candidates have even mentioned.

(Very shortly after 9-11 happened, the press was struggling mightily to wrap their brains around this newly dangerous world we suddenly seemed to find ourselves in... and *one* of the parallels that was mentioned often, brought up by several American historians, commented upon in numerous media pieces, was the very analogous situation of America's FIRST WAR --- the 'War against the Barbary Pirates' (in what is now Libya) --- where our young and weak nation was challenged by the equivalent of what we now call "non-state actors". Thomas Jefferson, President at the time, authorized letters of marque and reprisal, and the Barbary Pirates were defeated, and raids on our commerce ended.)

When a nation fights another NATION, formal declarations of war are appropriate.

But letters of marque and reprisal serve very well to retaliate when a nation needs to war against INDIVIDUALS and non-state actors.

Jim, this is the first I've ever heard of this phrase, and it's from your post, not from any of the others who have claimed they "know" Paul's position...

Okay, so, what does that actually mean? I've never heard of such a phrase and I'm sure that many of us have no clue what that means in plain English... TIA
