It's not necessarily good. It's not good if it is replaced with something worse.

And it is entirely possible for it to be replaced with something worse. Especially from the point of view of poor people.

Absolutely. There is more waste in public education than we want to know. Choice in eduction always raises the average test scores of both those who leave and those who stay.
