Merely for the jobless wretches of Mexico, Guatemala and beyond to "vote with their feet" and find a better life for themselves and their families up north is not tantamount to "terrorism"! Wetbacks don't sneak their way into the US to terrorize US citizens --they move into the US to take up the slack, filling menial jobs turned down by US citizens.... As for going after drug smugglers, that's the DEA's job. Organized crime in the US is for the FBI. Foreign threats? that's up to the CIA. As you see, there's no shortage of law enforcement/intelligence agencies in the US....
