I was very optimistic about China's environmental management prospects in the late 1990s early 2000s. But recent developments have not played out nearly as well as it looked at the time which is what this article is stating. the central government is trying but has limited ability given local power and just the overwhelming growth rate of the economy. I just had a student complete a PhD on energy and growth in China and the biggest question has been this turnaround for the worse in performance which surprised everyone from me to people in Chinese government agencies who deal with energy statistics.

Of course most people out there who follow the general Western media wouldn't know about the efforts the central government has been making....

I would say that the mine is way out of populated are and that is a shop selling to the guys working there. The photographer if stepping back would put the mine agianst the background of an unpopulated area.

It would be better for someone having the time, do a Google earth adn set the record straight.
