Locally there were high levels of pollution in England but total levels were not so high. Even when you look at data on pollution levels in rivers (can't remember the journal article I read this in) they were lower than in the mid-20th century. I think people though were shocked by this change from the previous far more pristine conditions. Action on the environment tends to occur after a rapid deterioration which is one reason I was optimistic on China.
