I don't think so. The FSB arbitration is necessary because there are multiple CPUs on the FSB. The CPU can't be guaranteed to be able to issue the memory request immediately. A Nehalem will have it's own IMC and there's nobody to arbitrate with. The IMC is directly coupled to the CPU while C2D's isn't. Even it it's the only CPU it has to go through the NB. That's a delay that Nehalem won't see. CSI will request snoop cycles from other CPUs but I don't think we know all the details yet about how that will work.
