On another note, Janet Reno certainly was guilty of impeachable crimes during her tenure in the AG's office. If she had been impeached first, there would have been no-one in the AG's office with enough political capital to obfuscate the evidence of Clinton's crimes. He would have probably departed either through resignation or overwhelming vote in the Senate. Only because of her ability to keep most of the evidence under wraps were Democrats and a few dishonorable Republicans able to weather the storm of voting to legalize perjury.
