Yes. The idea is to try to catch them at discounts higher than their historic average. I have had pretty good luck with muni CEFs. I try to buy them low. Now is a pretty good time, though it was a lot better during the liquidity event. They are subject to brief panics, I suspect because many of their shareholders are panic prone senior citizens.
