It helps contain costs in our system as we do not require as many resources for demand peaks.

Which is one reason cost comparisons between the two countries aren't necessarily meaningful.

It probably helps the U.S. system as well since revenue can be generated from spare capacity.

And those revenues are then counted in "our costs" making the American systems "costs" higher - another reason cost comparisons aren't meaningful.

Some of the Canadian systems costs are in our health care system. In fact, any foreigner who receives treatment in the US drives up the "costs" of the US health care system - including the father of Elton John's boyfriend and the many wealthy Mexicans who come to the Houston Medical Center, etc.
