Why?

Is there a ratification campaign for a Constitutional amendment to establish federal term limits going on (like maybe the one for the Balanced Budget amendment)?

Because the Supreme Court has *ALREADY* ruled that it would take a Constitutional Amendment to establish term limits at the level of the federal offices.
