Correct.

It's *mostly* designed to benefit our agribusinesses (acts as another taxpayer subsidy to them... allows them to get rid of surpluses and stockpiles by selling them to the government, which would otherwise depress prices they receive)... and (in the case of military supplies) designed to act as a subsidy for our military/industrial complex.

I agree that - generally speaking - 'foreign aid' is but a boondoggle to the American taxpayers, (& does hardly any measurable good for the foreign recipients, as it pressures their local businesses and farmers....)
