The three billion may have been my error. I found a number of different numbers, the most prevalent being 2.2 billion. I found one for 825 million that may be the one you refer to that could be interpreted as military aid disbursed during, and immediately after the war. The 2.2 may be the aggregate total of our appropriated commitment to their rearming due to the war.
