As far as suicide bombing? Yes. As far as targeting everyday, normal people? Not quite.

Both the Tamil Tigers and the Shining Path have been attacking civilians since their creation.

Besides, all this is ancillary. Your thesis that somehow the radical Muslims are somehow unique in targeting civilians is really wrong. The IRA, the Tamil Tigers and the Shining Path were just 3 in the 20th century. There have been more than that in history, not to mention US history.

Which is not to give the Muslims a free pass. They don't deserve that. But to pretend that they are unique in history is to ignore an awful lot.
