You'd think someone would want to acquire this company just to get the technology they've worked on for years -- which could hopefully be deployed in commercial products. I think a lack of funds has held them back on that point.

I think the positive response in the market is just the reassurance that they remain a going concern. The company is in stasis until they can recognize a growth in revenue from any of their product lines. Catch 22: if someone was going to buy them just for the technology, it would have to be valuable for market; if the technology were valuable for market, they should see revenue growth; if they saw revenue growth, they wouldn't want to be sold just for technology.
