"Hank can figure this out?" Like he figured it how to make the Chinos revalue their RMB. Of course not! Its most the case of the guy who Bush trusts or can explain to him in a way he understands. And Hank's allegiance is for the guys he worked for before he worked for Bush. If he ehelps them out while he has Bush's ears he will go out of there much more prowerful and more rich.

I work in projects all over the world (with amorphous teams made of different people from different backgrounds) and one thing that happens invariably is:

The men in charge trust the judgement of people whom can tell problems in a way they understand.

Who can tell the problems slanted to the goals of the decision makers.

Who can target the fear that the decision maker has.

Guys who do that are always called to provide advice sicne they sooth the fear the decision maker has had at 4 AM.

Hank may be this guy in Bush administration.

By the way: I am -in my projects- more like the GAO Comptroller. The men at the top -in DC- don't like to hear the GAO Comptroller.

Just in case:

Peckinpah's themes deal with men seeking to be honorable in dishonorable surroundings. And it is always difficult to be honorable in the surroundings I have been.

Which by the way, there's no way someone can be honorable in a surrounding such as a government office anywhere in the planet.
