It would be much better to have a simpler way to do so.

My last repetition of the point so I don't get too tiresome; to establish a mechanism that works, you can't have CDO-squared derivative financing, so the foreclosure victims probably never get the loan in the first place, and we revert back to historical foreclosure rates on sound underwriting.

The market involved here is much too vast to think that a government bureaucracy can jump in and change it; the task is similar to rerouting a river after a dam breaks.
