They had 3 drills on hand. One that drilled test holes to look for the men, then if found a bigger drill so they could pass them food, water and air while the big escape drill would be drilling a hole big enough to get them out.

you want to put someone down there to find the men? i believe they ,gov and miners. not families, determined the whole shaft unsafe after losing a men on the attempted rescue. It appears they are going to abandon the shaft.
