Good luck appealing your assessment. I did it, and was modestly successful in terms of getting the valuation marked down some and reducing my bill, but only by convincing the county appraiser that my property was not comparable to the ones being used as benchmarks.

The "value as of January 1 of the current year" thing applies in our county, too, and is not negotiable, no matter how much property values might have declined since then. You'll probably have to approach your appeal from a different angle than the date of valuation. Tell them your property is a shack, while the comparables are palaces--which is roughly the approach I took.

I invited the appraiser to come see my house when she called about my written appeal; she declined but agreed to downgrade the property's features somewhat and thereby reduce the assessed value. In other words, she accepted my expressed opinion, which I thought was sorta remarkable.
