Statements are made in contexts. The standard libertarian context is to allow free exchange but not initiation of force or fraud. In that context the statement assumes your talking about a transaction with no fraud. But your right its best to make such assumptions explicit. Implicit assumptions can lead to discussions where the opposing sides don't really understand what the other side is saying. Its one thing to disagree, usually a much worse thing to just talk past each other without really communicating anything.
