A system's quality is determined by broad population statistics rather than rare disasters. Otherwise, people would draw rather dire conclusions about the US, after, for example, Katrina.

Here are the latest numbers of life expectancy and infant mortality for France and the US from the CIA site. The French numbers include those deaths in your link.

France

Infant mortality rate:
total: 3.41 deaths/1,000 live births
male: 3.76 deaths/1,000 live births
female: 3.04 deaths/1,000 live births (2007 est.)
Life expectancy at birth:
total population: 80.59 years
male: 77.35 years
female: 84 years (2007 est.)

US

Infant mortality rate:
total: 6.37 deaths/1,000 live births
male: 7.02 deaths/1,000 live births
female: 5.68 deaths/1,000 live births (2007 est.)
Life expectancy at birth:
total population: 78 years
male: 75.15 years
female: 80.97 years (2007 est.)

By the way, those that think that they are excluded from the above statistics because it's the higher black mortality rate that lowers US statistics, should think again. High black mortality rates only lower the US life expectancy statistics by a fraction of a year.
