Well in addition to the whole annual budget of the main federal program, I guess you have to see if there are any secondary federal programs or provincial programs that cover some of the costs in some areas, and whether or not there is ever any additional out of pocket charges for covered procedures. Drug costs are pushed down but still need to be counted.

Then there are procedures that aren't covered. Plus the beginnings of a private insurance market in Canada, and the money that some Canadians pay for health care in the US.

I don't know what the total is but I really doubt its as low as $1k per person.

And of course if the Canadians pay X, that doesn't necessarily mean that we would pay X with the same system.
